Condition and bunker record at the moment of transfer

Two surveys that are really one instrument: a dated, photographed, independently witnessed record of the vessel at the exact moment the charter starts and the moment it ends. Its whole value is that a third party with no interest in the outcome was standing there.

In scope

Bunker and lube oil quantity by sounding or gauging at delivery and at redelivery, with the calculation shown.
General condition of hull, deck, accommodation and visible machinery spaces, recorded photographically.
Condition of charterer-specified equipment and of any item named in the charter party.
Record of existing damage, so that damage arising during the charter is separable from damage predating it.
Outstanding class or statutory conditions in force at the date of attendance.
Comparison of redelivery against the delivery record, item by item, where both attendances are ours.

Not in scope

Determining liability or apportioning cost between owner and charterer. We record the condition; the parties and their clubs decide what it means.
Bunker quality analysis. Sampling can be witnessed and samples sealed; laboratory analysis is a separate engagement.
Valuation of damage or estimation of repair cost.
Opening up machinery, tanks or enclosed spaces, and any assessment of what could not be seen.

Declared so the conversation happens before the campaign, not in the middle of it.
