Management system ready for flag audit and certification

Building the ISM and ISPS systems for a company that does not yet hold them, or rebuilding one that does but cannot pass on it. Delivered to the point of flag audit — and delivered as something the fleet can actually run, because a system that exists only to pass an audit will fail the second one.

In scope

  • Gap assessment against the ISM and ISPS Codes and the flag administration's requirements.
  • Development of the Safety Management System: policy, responsibilities, procedures, reporting, emergency preparedness, maintenance and internal audit arrangements.
  • Development of the Ship Security Assessment and Ship Security Plan, and the shoreside security organisation.
  • Definition of the designated person and security officer roles, and of the reporting lines that make them real.
  • Shipboard implementation: familiarisation, drills and the first cycle of records.
  • Support through the flag or recognised organisation audit, up to issue of the Document of Compliance and the Safety Management Certificate.
  • Handover so the company can operate and revise the system without us.

Not in scope

  • Auditing the system we implemented, for the same company. Neither internal audit nor readiness verification — see the independence note.
  • Issue of the Document of Compliance, Safety Management Certificate or International Ship Security Certificate. Those are the flag's or the recognised organisation's.
  • Holding the DPA or Company Security Officer role.
  • Any guarantee of audit outcome. We prepare the system and the people; the audit is conducted by others.

  1. Gap assessment report against both Codes.
  2. Safety Management System, issued and revision-controlled.
  3. Ship Security Assessment and Ship Security Plan, handled under the confidentiality the ISPS Code requires.
  4. Implementation record: familiarisation, drills and first-cycle records.
  5. Audit readiness statement before the flag attendance.
  6. Handover pack, so the system is maintainable in-house.
Scoping

These drive effort, not price. Pricing is quoted after the specification call, together with the documents we will need from you.

Independence. The team that writes a document never audits it. Where we have developed a procedure, a manual or a management system for a vessel, we will not later audit, review or verify that same document for that same vessel — the client chooses one role or the other, per vessel, and we say which one we are holding before the scope opens.
