The evidentiary survey. Its value is not the conclusion but the fact that an independent party attended, observed and recorded — which is why the attendance record and the photographic trail carry as much weight as the findings.

In scope

General condition survey of hull, machinery, accommodation and safety equipment to the extent access permits.
Review of the class and statutory certificate position and of outstanding conditions of class.
Findings recorded with location, extent as observed, and photographic reference.
Recommendations with a period for action.

Not in scope

Any statement of quantity, extent or severity that was not measured or observed during attendance. What the surveyor did not measure does not enter the report.
Thickness measurement, tank entry or opening up of machinery.
Valuation, and any opinion on insurability or liability.

Declared so the conversation happens before the campaign, not in the middle of it.
